If there is a 12th ingredient (which would be permissible if Garlic is classified as a vegetable rather than a spice) it will most likely be Dill Seed.
We can not look at modern ingredient 'type classifications' or 'allergen lists' if we are trying to rediscover a 1940 recipe. If garlic was not considered to be either an herb or a spice it is an ingredient, but it is not counted among the 11.
Dill Seed is listed among the licorice tasting spices.

Fennel Seed is a quite popularly mentioned substitute for Dill Seed.

And if Savory was something which came only after CHS moved to Canada, or alternately if Savory was what was added when Paprika was removed, we might find this recipe conception to be earlier.

I came across a document which seems to Indicate
Bill S from Marion Kay who said " He added 1 spices to make it Better then what the Original Recipe was"
Documentation indicated Bill S added Coriander to the Spice mix
There is more info in relationship which may support this information BUT limited to explanation, EXCEPT Coriander was classified as a Seed Item NOT a spice or herb and in the majority of older 1930 spice Information it is pointing to Coriander was not a everyday item used by many people in 1935 to 1945 era
This Does NOT mean it was NOT available BUT import amounts show it was on a Very low volume compared to other spices and Herbs or Seed Import.
Yes there was Ground Coriander also BUT again more limited item BUT by 1970's it was becoming very popular

Makes you think that either of caraway seeds or celery seeds may have been there first. Silver I think favours celery seed but not caraway
