For the orange zest. To me that goes back to the flavor block's. I think and lot's have commented that there is some kind of citrus type element to the spices. It's been suggested orange or lemon zest, lemon pepper etc. I found it in the smell and taste of Cardamom. Having not cooked with it, jury is still out for me. But I think as long as you can get that flavor block in somehow it's probably going to work for you.
If cardamom doesn't do it for me. I will be trying either orange or lemon zest.
I'm still big on basil as the next place I may look. It may cover some ground like the anise profile etc.

Just trying to wrap my head around a couple small things and then I hope to be set with a list of what I feel are the ingredients that have been in OR the longest. Yes, I reference time because that is important. 1939's recipe wasn't 1955's we know because CHS virtually indicated so. And I also believe that there may have been tweaks made as the franchising grew and more "issues" came out from the franchise's. Leading at minimum to more extracts.
Counting both peppers. My overall list of potentials or "known" or "accepted" ingredients are at 14. I do not see myself adding to the list. 1 is on the cut list at this point for me as well. 1 is technically a vegetable so I feel close, very close.

White Pepper Sweet Pepper and Cayenne or Paprika ( I will always do the Sweet pepper & Cayenne ) Onion & Garlic Sage & Parsley Rosemary & Thyme Basil & Dill Seed ( Aroma ) Lemon - ( Lemon was more added to items more then Orange )(( My view )) Savory Coriander Nutmeg Whole cumin allspice clove

Yikes! I'm @ 10 out of that list plus 1 maybe?
I'm not saying those aren't good combinations of spices and would aid in making great food. And I'm also going to say I think quite a few of those at one point in time where in the OR. The thing I'm working on is a point in time references. For example: I do think early on Paprika most likely was there. Be that 1939 or a bit later. But once the discovery of it fouling oil when used in large quantities. It would have been replaced or lowered to the point of not being a contributing ingredient anymore.
Basil - a tough one. There early on 1939 or so. I wouldn't be surprised. It has some pepper overtones, sweetness, and has some anise qualities. So it fits all the boxes. And if you look online at KFC recipes from years ago. It's in a lot of them. But basil doesn't get along well at high temps. Even in ground form. So did it stand the test of time?
A few more items on there I'd have concern with as well

The problem is Current Basil that is grown is a heat sensitive item.
use Fresh Basil as a test and see what it does NOT powdered Basil

Was allspice in the KFC original recipe? Since no one knows what's in the OR, no one can honestly say one way or another as to whether or not Allspice was in the OR.

As a Point of Fact CHS in cooking while in Alberta and helping open Locations when he was present. Instructed Northern Locations to have Allspice as a Spice to cook. Remember many locations were Hamburger Locations and NEVER used Allspice.
Allspice was a Important Spice to CHS
It was a MANDATORY spice required in cooking many items that CHS showed New People cooking his items in Alberta in the 1950's 1960's

My new proposed list of what must be in an early rendition of the 11 (in alphabetical order):
Allspice Black Pepper Celery Seed (instead of Coriander, which conflicts with it) Garlic Powder Ginger Marjoram Mustard Powder Sage Savory Thyme White Pepper
