This information If KFC information regarding Flour and Base Amount Specifics, the Vary most Basic information, There are lists of Specific weights and Product Information on more technical KFC documents (which may or may not be protected under Laws or otherwise)
KFC uses a High Gluten flour which they define as a gluten content over about 10%, preferably at least about 15%, and more preferably over about 25%.
KFC High Gluten flour can be obtained by processing high-gluten wheat, corn or other cereal into flour, or by processing a lower-gluten wheat, corn or other cereal into flour and then adding gluten in an amount to provide the desired high gluten content to the flour.
Wheat Flour Plus of minus Balance increase or decreases with the other items and or Leavening Agent adjustment for regions, supply and demand.
North American Flour %
85% wt. Wheat Flour Plus or minus Balance (This Amount does Lower on other sheets where Spice and Salt are 20%) 10% wt. Wheat Gluten
14 % wt. Seasonings and Salt (Salt Amount Varies with I&G amount) ( PLEASE NOTE THIS IS THE MOST MINIMAL AMOUTS LISTED other sheets show 20%) 0.3% wt. to 0.5% wt. Dry Milk & Egg Powder
There are more technical sheets which list much more details and Do represent changes in Extracts and other items
There is Information leading to answers on Spice and herb with or without Salt included in the Bags or what would be referred to as single Bag add to flour mix, in comparison to 1 Bag for Spices , 1 Box Salt, 1 Bag Milk and Egg Powder Also NOT there are some areas that have Seasoned flour All Premixed
Regular Flour for KFC Overseas Application
60% wt. Wheat Flour Plus or minus Balance
10% wt. Wheat Gluten
6 % wt. Seasonings and Salt (High Extract Spice Mix) NOT listed as CHS Original Recipe in Ingredient List

0.3% wt. Egg Powder (for Adhesive Property)
Non-Dairy / Egg Flour for KFC (Specific for certain Countries and Diet or Religious or otherwise Applications)
NOTE FLAVOR SUFFERS GREAT MINUS the Milk & Egg Powder
60 wt. % Wheat Flour Balance
10 wt. % Wheat Gluten
25 wt. % Soy Flour
5 wt. % Seasonings and Salt (High Extract Spice Mix) NOT listed as CHS Original Recipe in Ingredient List
400 ppm Leavening Agents

Thin crust Pizza flour (such as 'Kyrol') is a very high gluten flour. This is interesting, as Cake Flour is a very low gluten flour. They are essentially opposites.
High gluten flour is used for things like Bagels, French Bread, Italian bread, and Kaiser Rolls.
My quasi-local Amish Bulk Foods store sells bags of powdered "Vital Wheat Gluten".
14% of 40 Ounces is 5.6 Ounces of spices (which as you have stated, do not include salt or MSG or B&W Pepper). Since I've been guessing 6 ounces, I can fully believe 5.6 ounces.

20% of 40 ounces is 8 ounces. I can see this as being valid for Salt (when combined with the 3 Lb. [= 48 ounce] Salt bag).
So now we might be at about:
15 ounces of MSG 11.4 ounces of combined B&W Pepper 8 ounces of Salt 5.6 ounces of 'other than B&W Pepper' H&S

For 200 grams of flour this might mean:
170 grams AP Flour (= 85%) 20 grams 'Vital Wheat Gluten' (= 10%) 10 grams Potato Starch (= the balance)
(or)
190 grams of a certified high gluten flour like 'Kyrol' 10 grams of Potato Starch
To me it makes no sense to add Vital Wheat Gluten to Cake Flour.

I like these numbers as well. Very close to my numbers I tossed out in the 40oz bag thread. We are closing in and validating. As we are coming up with similar numbers but determined in different ways. As below:
I keep thinking about the overall formula for the 40oz bag. The numbers I have been working so far and keep coming back too.
MSG 16oz, Pepper (W+B) 12oz, H&S 5.4oz, Salt 6oz, Garlic Powder .6oz = 40oz or 2.5lbs
At a higher level
1LB MSG, 3/4LB Pepper, 3/4 H&S (inc. salt, garlic)
I can't help I like when things come out as nice round numbers.

Is it felt that a minimum of 14% of the weight of flour is the H&S plus all salt? or just the seasoning bag with what ever salt it contains?

I will provide more info and keep adding to the Gifted Info and expand on the Bags and information associated with many changes KFC made
I will advise that much info is related to the NEW AGE KFC and changes that were made overseas and many different variables of items
Many of the Overseas Ingredient were limited to 9 Items of Spice and Herbs
It appears Salt is always left out of the equation EXCEPT where they substituted Commercial Season Salt in Many varieties Celery, Garlic, Onion.
There is information Liked to the 1940's, 1950's 1960's and up to 1980's with Durkee's, then Griffith, Kraft, and other suppliers.
The flour was First sourced by CHS and he was very specific with soft Wheat in the beginning. the flour preferred by K.F.C.—the most uniform in history, according is made only from wheat grown in certain “soft-wheat” regions of Illinois and Texas. There was a shift after the NEW AGE CORPORATION was at the Ships controls. The Flour Changes started heavy in the 1970 time period. Which was a similar Time pattern for Shortening issues and Pepper.
It was during this Era Winston Group wash heavy involved in conjunction with the changing of the Pressure Cookers they were trying to help formulate the Flour and Spices

Typically Two different Flours and KFC Blends the Flour to there specification.
When CHS got Wheat it 1930's you ONLY had 5 Major Mills in the USA and small Grinding Mills and you relied on what they supplied and the Blends they could provide.
In 2022 we can pick from 100 Varieties and almost any country in the world Cost prohibited to the Wallet and Want.
Look at How many people say Grace's Blend is Expensive due to Flour weight and NOT spices
