As to the extreme pungency of the Allyl isothiocyanate (AITC), which is the major flavor compound present within mustard, horseradish, and Wasabi:
So presumably, by the time it has been first pan toasted for 3-4 minutes, and then ground and sent through the deep frying process, the pungency is likely transformed into a series of sulfur compounds that resemble the flavor note of garlic.
Thus I wonder if Garlic only had to be introduced after toasted Mustard Seed was removed?

It makes more sense Yes
I would try it for your Spices and Herbs NOT knowing How Great Good or otherwise your spices and herbs are.
You may find the Peppers as a example weak or strong or another spice or herb over powering.
Without knowing the strength of the Sage and Ginger either or both may need a boost
I would concentrate on the Peppers and Sage and the items listed as 6-11 then give the alternative Flavor
Again without knowing your product hard to say
Have you found the Base amount for the white and black pepper yet that your like

I would scale the whole recipe back to 1/4
mix 25 total grams of spices and mix it with 100g flour and test popcorn pieces or wings
or even Pork Pieces for a Test of seasoning on Breading ?
that way your only working with 25 grams of seasoning
if you need alterations on the 6-11 items or pepper a second 25 gram total is less spices and herbs to test
