My final Winston Shelton guess, scaled to 200 grams of flour. Items #1 through 11 sum to 44.4 grams. 200 x 2.25 = 450 grams of flour (which is what I speculate that CHS told Winston Shelton to use) 44.4 x 2.25 = 99.9 grams of everything else (CHS told Winston Shelton to add 100 grams of 11 items to flour and " that would be it.”)  |

450 grams of flour = ~3.5 level cups (US) when scooped right from the bag without sifting into the cup measure
450 grams of flour = ~4 level cups (US) when sifted into the cup measure

My presumption is that 0.60 grams of Allspice is roughly the equivalent of:
0.12 grams Clove + 0.48 grams of some blend of Nutmeg and Cinnamon
I derived the 0.12 grams of Clove as follows:
Clove has 180,000 ppm Eugenol
Allspice has 36,000 ppm Eugenol
180,000 ÷ 36,000 = 5
1/5 = 0.20
0.60 grams x 0.20 = 0.12 grams of Clove equivalent
Checks:
0.12 grams Clove x 180,000 ppm = 21,600
0.60 grams Allspice x 36,000 ppm = 21,600

If the Nutmeg and Cinnamon like flavors of Allspice are equal by weight (whereby this is a big "IF"), then for 0.60 grams of Allspice there are:
0.12 grams Clove
0.24 grams Nutmeg
0.24 grams Cinnamon
If you don't have any Allspice, this would be a fair guess as to how to substitute for it.

Perhaps CHS told Winston Shelton to add the 100 gram H&S mix to 9 Cups of cake or pastry flour (~1,140 grams) instead of 3.5 Cups (400 grams)?

Winston Was NOT given a FLOUR amount.
He clearly indicated on a interview that he was Given 10 Spices and Herbs with Amounts 20, 13, 10
when he looked at the list he figured out it was the 11 Herbs and Spice Mix.
in a interview on a second occasion he said the List ONLY contained 10 items until after the the staff said the Colonel said this item was missed
