My initial guess that 99-X should be zinged from 12.5 grams to 17 grams may be on the low side, but I think 16 or 17 grams should be a better entry level than 12.5 grams. Though in the long run, as Ken states (when scaled to 200 grams of flour), the 99-X addition need may be for 26 grams.
As an aside, Glen hinted that Grace's required a fair zinging with 99-X whereby to be more to his liking. There seems to be a trend here...

26 grams of 99-X in a base of 200 grams of Flour would be akin to a 56 ounce bag. I seem to recall that valued forum member 'maceme' was fond of roughly this higher level of H&S.

My guess and is a guess only from what has been revealed in 99x and the analysis done. Modern 99x needs 1oz of allspice, 1oz of extra sage, 1oz of red pepper (likely paprika). To get it back pre-lawsuit.
And then it seems to be 1oz short of something or multiples that may have been in the OR (mustard or tarragon etc)

Your Referencing a NEW AGE KFC BAG which have Salt as a Carrier for extract's in the 32oz Bags
If salt is used as a carriers for extracts CFIA and FDA Both say it acceptable to list only the WORD SALT, and NOT the Natural Ingredient extract. extract is classified under Natural ingredient or Safe Known Ingredient which Do Not have to Be listed BUT the Salt MUST be Listed.

Ken also mentions that real KFC H&S mix is ground rather fine (sans for the Black Pepper chunks), whereas 99-X is very coarsely ground. He (again, with the presumption that I'm understanding him correctly) seems to infer that in his experience grinding 99-X into a powder more similar to KFC in fineness actually releases more of it's flavor.
The reason why Colman's Mustard is "Double Superfine" ground is explained in the very same way as for what Ken has observed. The finer the grind, the more flavor is released.
