The earliest bag I'm aware of had Dextrose as a listed ingredient. To replicate "early" it must be in the mix!

60/40 B&W Pepper, because White Pepper will begin to get cloying from my experience if it gets much above this level:
200. Flour 30.0 Salt (or to your comfort level) ------------- 3.00 MSG 0.30 I+G 0.30 Dextrose 4.75 Black Pepper(s) [1] 3.15 White Pepper [2] 1.20 Coriander [3] 1.00 Ginger [4] 0.75 Sage [5] 0.50 Anise Seed [6] 0.25 Savory [7] (or 0.125 Thyme and 0.125 Marjoram if you prefer) 0.20 Nutmeg [8] 0.20 Clove [9] 0.20 Mace [10] 0.20 Garlic Powder [11]
Sum below dashed line = 16
7.9 grams B&W Pepper × 7,500 = 59,250 relative Scoville

And lastly, here it is without the somewhat controversial I+G and Dextrose. Now the actual 11 H&S sum to the almost magical 13:
200. Flour 30.0 Salt (or to your comfort level) ------------- 3.00 MSG [12] 4.75 Black Pepper(s) [1] 3.15 White Pepper [2] 1.50 Coriander [3] 1.25 Ginger [4] 0.80 Sage [5] 0.50 Anise Seed [6] 0.25 Savory [7] (or 0.125 Thyme and 0.125 Marjoram if you prefer) 0.20 Nutmeg [8] 0.20 Clove [9] 0.20 Mace [10] 0.20 Garlic Powder [11]
Sum below dashed line = 16 11 H&S sum = 13
1) It's got the nominal heat level of Dustin's recipe that Glen appreciated 2) It's fully 26 ounce bag compliant as to the actual 11 H&S 3) It's fully 32 ounce bag compliant after the addition of famous ingredient #12 (MSG)
Your thoughts?

The dextrose is sugar, and I don't see anyone but the spice companies using it.

The dextrose is sugar, and I don't see anyone but the spice companies using it. It was listed as an ingredient on an early Seasoned Flour bag.

This is a Rare Rare Photo of the Seasoned Flour that was to be released in Florida. It was a potential thing that you cannot find much information on. it was a 12oz Box and the Ingredient list Differed From other list at the similar time period ?

If herbs and spices weigh 13 grams and MSG weighs 3 grams the order seems correct from that perspective.

That box is clearly pre-1964 when CHS was the owner. No mention of "KFC" or of an "Original Recipe". The trademark back then was "Colonel Sanders Recipe Kentucky Fried Chicken".
The ingredients labeling law may have been more lax back then.

Team Spice needs to ignore the fact that herbs are listed before Spices... Only way out would be acknowledging that Garlic, Onion or others have indeed been considered 'Herbs' like I had mentioned before?

That box is clearly pre-1964 when CHS was the owner. No mention of "KFC" or of an "Original Recipe". The trademark back then was "Colonel Sanders Recipe Kentucky Fried Chicken". The ingredients labeling law may have been more lax back then. Colonel Harland Sanders moved his operations to Shelbyville, KY in 1959. So the box image seen above (complements of deepfriednew101) must date between 1959 and 1964.
