You figure if I am anywhere close. And it was a 2.5lb seasoning bag used when they used 3 3/4 lb salt in 25lbs flour and this adds another .375 lbs. You'd be at 4.125lb salt into that 25lb flour. 16.5%.
So in our 200g recipes to get to the recipe from an older time. You are talking 33g of total salt! Somewhere around 5 to 6 teaspoons depending on grind.

In keeping with the concept of strictly "whole number based" Ounces, it might have been that way back in the era when total Salt was 3-3/4 Lbs. the bag looked like this: 13 Ounces of MSG 12 Ounces of Salt 10 Ounces of combined B&W Pepper 5 Ounces of all remaining H&S ----------------------------------------- Sum Total = 40 Ounces in the bag (or 2.5 Lbs.), of which 3/4 Lb. was Salt And this 40 Ounce bag was added to 25 Lbs. of Flour and 3 Lbs. of Salt.

The above breakdown of Ounces within the 40 Ounce bag would likely have called for some portion of the 5 Ounces of "all remaining" H&S being a capsaicin based Red Pepper on the order of Red Cayenne Pepper. It seems as as if by this era Paprika would have been long gone.

It's rather tempting to actually cook this recipe. Many of my early on recipes posted to this forum had 30 grams of Salt, including my best to date cooked recipe #4.
I have actually cooked recipes with as high as 34 grams of Salt in 200 grams of flour. That is my record level of Salt.

Come to think of it, I've done a lot of grumbling of late on this forum about real KFC tasting saltier than my recipes when eaten side by side with them, and this perception may well have gotten it's start as soon as I went below 30 grams of Salt for recipes scaled to 200 grams of cake flour.

To get real specific and precise as to the 12 grams of Garlic Salt (guess) in the above recipe:
For specifically McCormick's Garlic Salt, in order to deliver 10 grams of Salt, one would add 11.25 grams of their Garlic Salt rather than 12 grams. Their Garlic Salt is 88.88% Sodium Chloride and the remaining 11.12% is a combination of Garlic Powder, Calcium Silicate, and Garlic Oil (in that order by weight).
Per their website 1.4 grams of their Garlic Salt contains 0.490 grams of Sodium. 39.337% of NaCl is Na (Sodium) Therefore: 1.4 grams of pure NaCl x 0.39337 = 0.551278 grams of Sodium 0.490/0.551278 = 0.8888 = 88.88% Salt, and 11.12% everything else (Garlic Powder, Calcium Silicate, and Garlic Oil)
10 grams of pure NaCl ÷ 0.8888 = 11.25 grams of McCormick's Garlic Salt

Technically (as well as legally), since Garlic Powder is listed dead last on all of the bags, it must be the lowest weight ingredient among all of the individual ingredients. So since my recipe is calling for only 1.00 grams of Oregano, it can not have more than 1.00 grams of Garlic Powder. Therefore:

Perhaps at some juncture the Salt level was lowered to 3-5/8 (3.625) Lbs. added to 25 Lbs. of flour. This might have changed the dynamics of the 40 Ounce Bag such that it looked like:
14 Ounces of MSG 10 Ounces of Salt 11 Ounces of combined B&W Pepper 5 Ounces of all remaining H&S ----------------------------------------- Sum Total = 40 Ounces in the bag (or 2.5 Lbs.), of which 5/8 Lb. was Salt
At this level of B&W Pepper the Cayenne can likely be changed out 1:1 for Crushed Red Chili Pepper Flakes.
And this 40 Ounce bag was added to 25 Lbs. of Flour and 3 Lbs. of Salt.
