It seems to me as if 99-X has always recommended less salt than is present within actual KFC OR. The old KFC New Zealand tin had similar ratios. If I remember correctly early 70s too. Might be the best sources we have?

I'm trying to fathom this. The 4.75 Lb. tin of seasoning and salt states "add to 10 Kg. of flour". Let's parse and break this down.
First, lets scale the 4.75 Lbs. to 400 ounces of flour and transition it to ounces:
4.75 x 16 x 11.34/10 = 86.184 ounces
Next we add in the 400 ounces of flour.
400 + 86.184 = 486.184 ounces
Next we apply your ratios: 5% Seasoning (incl. MSG) 10% Salt 85% Flour
Flour = 486.184 x 0.85 = 413.2564 ounces (red flag #1, we did not get back to 400) Salt = 486.184 x 0.10 = 48.62 ounces Seasoning + MSG = 486.184 x 0.05 = 24.31 ounces (wherein this should equal 26 ounces)
Now we are 13.26 ounces too high on flour, and 1.7 ounces too low on seasoning, so: 1) Lets move 1.7 ounces of flour to the seasoning 2) Lets add the remaining 11.56 ounces of excess flour to the salt:
Seasoning = 1.7 + 24.3 = 26 ounces, Bingo! Salt = 48.62 + 11.56 = 60.18 ounces, Bango! Flour = 413.26 - 13.26 = 400 ounces, Bingo!

The above should firmly nail down as fact that early 70's KFC OR was:
1) 400 ounces flour (Pastry? or Cake?) 2) 60 (or 60 plus a fraction) ounces Salt 3) 26 ounces of Seasoning Mix (the proverbial "bag")
I could not have concluded this with certainty without the help of both the NZ tin and the @11serbs initial percentage breakdown estimates.

Sorry for the unprecise numbers. I use exactly these percentages which I calculated from the 70s MK bag:
Seasoning 5,29% Salt 10,15% Flour 84,57%

is this the Range of Percentage that Varies with calculation for the Different sources
Flour Low 57% High 84% Seasoning Low 5% High 29% Salt Low 10% High 15%
