Eula's and Ledington' are the same recipe other than White Pepper and MSG. That is a for sure from me, no doubt in my mind.
The best I can do using Eula's as she used all Black Pepper not a mix of White and Black is.
13 - Black Pepper - round up 20 - Garlic Salt - round down
Nothing is 10 for me
Dry Mustard is 8.5 - 9 best I can figure

Do you think that before there was Ginger in the secret recipe, this slot was filled via Mustard Seed? I'm thinking that Ginger 'may have' replaced Mustard Seed sometime after Mustard was declared to be an allergen.

Both Celery Seed and Mustard Powder were listed as being present in the 'OR' within a circa 1970 KFC allergens report. What subsequently replaced each of these?
On the internet I saw where a combination of Caraway Seed and Cumin seed often popped up as a substitute for Mustard Seed. Turmeric is also listed as a very good substitute for the flavor of Mustard Seed. Ginger never popped up.
Dill Seed and Caraway Seed often popped up as Celery Seed substitutes.

it Does NOT matter what you use. in the Making of the Total Pile of spices
3 teaspoons and a Tablespoon so either way you make it DOES IT NOT work out to the same Recipe teaspoons is just 3x smaller then the Tablespoon Volume
If I'm correct with the Math principle that 3 Teaspoons is 1 Tablespoon it should all be she same except in one pile there is 10.5 teaspoon or 10.5 Tablespoons so if you made 3 Teaspoon Batches of the recipe you should have the same end result.
I HAVE ALWAYS SAID ITS THE RATIO of the SPICE AND HERBS to the Flour Amount that's Key and YES there is a MASSING difference in adding 3 teaspoon compared to 3 Tablespoon of Spices and Herbs to Flour that is Different. ALSO no MSG in the recipe.
SO Again my OPIONION become this and this ONLY and it does NOT matter which MIX ANYONE USES. 99x / Your Own Blend / A kitchen Blend anyone makes world wide.
its ALL about the % base added to the Flour and the Amount of Salt and MSG.
YOU have a Great question which NEEDED to be revisited and please tell me IF the math I use is incorrect in formula of a 3 to 1 teaspoon vs tablespoon
I mix it BOTH ways and just use a personal % of spice to Flour determined on Taste from first batches of chicken wings cooked.
IF PEOPLE ARE using shelf Pull spices which NEWS cast say the spices are 25% watered down that means that the teaspoon ratio would BE very weak to 2 cups of flour. But the Tablespoon mix will be OVERKILL.
You can make a great chicken if you mix a Double batch of Teaspoon and add MSG and stated at 75% of that spice mix to flour
I have seen 40 Different reviews of 99x World Wide including YouTube and EVERYONE says they Do Not add enough Spice. So one could use a measurement of 99X increased to Flour and see how your own homemade version of Claudia mix is.
Its ALL A similar Spice Blend so similar values would apply in mixing flour ratio.
I know it was a Long winded Message in nature. to your great question.
Sorry there was NO direct answer BUT in my experience Salt, Pepper, and season to Preference amount is MY ANSWER not the printed exact recipe.

Based upon my having tasted them, there is no way that a mix of Caraway Seeds and Dill Seeds could possibly taste like Celery Seeds.
I believe in Turmeric as a potential substitute for Mustard Seed (or Powder) way more than I believe in a mix of Caraway and Cumin as a substitute.

On the 'other' forum a few people are actively reverting back to using only Salt, B&W Pepper, and MSG. With the twist being adding well more Pepper than is normally added. And they are reporting excellent results vs. KFC_OR as to similarity.
When Glen tried this on Glen And Friends Cooking he immediately thought the chicken tasted awful. I wonder if his ratios were way off kilter?

Ginger and Mustard Both have two different Flavor Profile.
Ginger was Mentioned to much in KFC history Franchise Owners, CHS, and Court Case.
Mustard became to controversial for Brown and Massey and Allergens. The 1970's printed KFC ingredient first showed Mustard it was later in the 1970's Mustard disappeared from Ingredient list.
Turmeric started to Be used By KFC as a Color item? in the Ingredient List.
WHAT throws a MIND BLITZ to every one is they see the Term Color related to the word TUMERIC. DO YOU THIS KFC removes the FLAVOR PROFILE in the Turmeric before it adds it into the MIX. I would SAY NOT and any cook knows if you need a flavor of Mustard and don't have it use Turmeric for the similar flavor ? ? ?
BUT so did the Original Spice Term printed on ingredient list Disappear from Print (The missing Words that the $100.00 reward is offered)

My radical thought for the day is:
Perhaps it makes little actual difference as to which 9 remaining H&S are chosen to be added beyond B&W Pepper. And perhaps the real 'key' is to first get the flour type, the salt level, the MSG level, the sugars level (recalling here that powdered milk is something like [from memory] 37% lactose, and that lactose is a sugar with about 15% of the sweetness of table sugar and 20% of the sweetness of dextrose), and the Black and White Pepper levels optimized first, whereby beyond that some added Allspice or clove and an herb may be and a seed of some sort may be all that is required.

0.75 grams of Dextrose should 'nominally' be the sugar equivalent of an addition of 10 grams of powdered milk. Is the magic in the milk powder, or in the sugar found within the milk powder?

The core essence of deep fried (or pressure fried) chicken coating:
Flour of some sort (or blend) Salt MSG Lactose (or) Dextrose (sugar) White Pepper Black Pepper Allspice (representing the oil essences of clove, nutmeg, & Cinnamon) A seed of some sort (I.E., a spice) A green leaf of some sort (I.E., an herb) Clove (possibly, or optionally)
