Going Back to some of the Original Best recipes we made for this reasoning:

K.F.C. Packaging 10 of the 11 Spices and Paprika is 1 of the Spices.

Bay Leaf - How did that come about? I think it would be extremely odd back in the day to grind that up in a seasoning mixture. Could it have been in the brine. Yes, and it would be a likely candidate. A couple whole leaves in the brine would be fairly common. I did hear that at one point someone thought or did see some in a microscopic view of a more modern 99x?
Here is one of the things I think about. Back when they were mixing in house. How much extra equipment and effort would it have taken to grind the various herbs and spices in house. Most likely hand grinding etc. And the more help you'd need the more folks that can "learn" the secret. Mixing would have been a big enough chore. And I am not talking 1960-64 time frame. I mean early franchise nickle days. I would think to make it easier on themselves. The Herbs and Spices would have been purchased in the format they wanted. Fine, powdered, course etc. And they would have had the task of mixing them.
I do think the net of some of the stories, allergens and ingredient listings hold most of the ingredients.
Celery and Mustard were listed and currently mustard is as an allergen in one Country for sure.
I'm not sure about Tarragon. In KFC OR Coleslaw it's a 100%. Drawing a line between that and the chicken I think is a stretch. Could be, could not be.

In the 1930's the spice companies showed Tarragon used with Poultry vary common
yes Bay leave were used in many Brines But was also Ground for many other items BUT was sold leave form

We have Mixed a 11 Spice n Herb Mix we have chose to Go with a 6 spice 5 Herb rule based on K.F.C. Pea Dish Poster and the Info above Mix to a 100g total for 11 Spices n Herbs (with Winston S Info, Bill S. Info, K.F.C. released Info, Tommy S info, and C.S.H and Claudia)

The vials reveal that there were only three green herbs. If I was to believe nothing else from the vials, I at least believe this to be accurate. Five herbs I do not believe.

I think vial H can very much be Tarragon, which in ground form can turn brownish. Vial K could actually be Marjoram. I think smallgree mentioned it before and I think I believe the same now. I will share a Marjoram photo later from my home computer. Also, Garlic was considered a Herb back in the days. Herbs were locally grown, mild climate ingredients, and spices aromatic, exotic, warm climate items in a common vernacular. I quoted a source once and below is another quote from a Britannica website. I will not go into leafy discussions about this again though. "The onion is an herb that belongs to the lily family. It is related to garlic, leeks, and chives." In my line up, I actually count 6 "herbs" and 5 spices.

Didn’t back in the day CHS and KFC products state 11 vegetable herbs and spices? Grouping the vegetables and herbs.

I have a issue with the Black being Garlic Here is My reasoning and opinion I have purchased Vintage unopen Bottle of Spices and Herbs and Photos of many which are Open 30 to 50 years OLD and the Garlic is NOT BLACK I Heard this rumor that The Garlic Powder will Turn Black and Have a 19 Year old Large Plastic 2lbs Commercial Jug of Garlic Powder NOT Black (I will Have to do a Photo of that container later as its locked in a Cabinet to simulate a Vault Photo Attached From Internet items for sale also see my posting thread about Garlic for photo
