My current thought as to a potentially viable Ground Marjoram substitute (yielding 100 grams):
50.00 grams Ground Basil 33.34 grams Ground Oregano 8.33 grams Ground Thyme 8.33 grams Ground Savory

Upon further thinking, perhaps this is more like it: 50.00 grams Ground Basil 40.00 grams Ground Oregano 5.00 grams Ground Thyme 5.00 grams Ground Savory If only more than about 4 minutes were provided in which to edit...
If faced with a recipe calling for a good load of Marjoram, and if finding ones self either short or out of it, I would not be adverse to 'quasi-effectively' making some via this mix ratio.
