I need to Re-Type this information as it has been over looked again as Valued Information WHICH I STAND ON as History Proving Points.
In the KFC Museum in Corbin which as gone through many changes and updates?
There are Spice Tins which were SPECIFICALLY purchased and located from the Internet and Purchased as Display items WHY WERE they purchased they cross reviewed the OLD photo's from CHS kitchens which showed the Items the Photo's were Dated as far back as 1940's
Durkee’s: Thyme Clove Cayenne
Rawleigh’s: Pure Granular Pepper
Penick’s: Allspice
Sexton Garlic Powder
Jamaican Ginger Definace; Mace
Coles: Mustard Double Fine
Barrel of MSG Photo's after 1955
So if the items were and are in the Oldest known photo's of CHS Kitchen's HE WAS USING THESE items / You can Only then assume they may or may have NOT been in the Original 11 Spices and Herbs ONLY MY OPIONION

Does anyone know why they wrote white and black pepper on the bag like that? why not just hide it with the spices? 100% b&w pepper is seperate to the actual 11 h&s imo.

However below are some of my thoughts on why the bag maya have that nomenclature. I don’t remember when the US 2% ingredient disclosure rule came into force, however there was a major bill in 1966 that went into effect on 1967 slightly before this bag was produced that regulated food labeling. It eventually became what we use in the US today, via amendments, under the FDA. If we assume that extracts were in use in some form from 1953 onward, via Stange products such as pepperall, or 50-A, or peppercream, and salt was in there primarily for use as a carrier, then we could guess at a 26 oz bag comprised of roughly : 8 oz+ MSG (estimate) 8 oz salt carrying the extract equiv. of 16oz+ peppers / paprika / ginger etc. (Stange) 2.5oz actual white pepper (for taste and labeling order) 2 oz actual coarse black pepper (for black speck looks and labeling order ) 11+ vegetable herbs and spices at about .25 to .5 oz each, legally undisclosed. Under the 2% rule in use today any ingredient of 0.52 oz or less does not need to be listed individually, with certain exceptions that change from time to time, like garlic. If this were true, if you were adding say, allspice or oregano etc. capping the amount at .5g instead of .6 or .75 in a 400g recipe would be a good idea as they might be less likely candidates than say ginger or paprika to be extracts based on typical quantities used.

The Difference was Interpretation of Lawyers View?
CHS Did NOT give a Crap what the FDA had to say to him as His Original Receipt was his and He had Already disclosed to People that Flour, Salt and Pepper were the Original way he made his Chickens and he added Spices and Herbs to it. His 11 Spices and Herbs were a Secret except if he wanted to share it.
Brown & Massey being Brown a Lawyer had a different View from Legal aspect which was being pressured FROM other Countries and New Legislation to Legally Disclose ingredient Listed what the People already knew Salt, Pepper, MSG were OUTSIDE the 11 Spices and Herbs so Disclose those items and Hide the 11 with the words Vegetable, Herbs, Spices.
There was More Pressure in the Brown & Massey Time as they also expanded at a Greater Rate then CHS Did in ALL Countries, Brown Took the Governments much different then CHS. Plus Some Countries were NOT allowing KFC into there Country without more Disclosure that CHS Did Not experience in His Day.
So Brown Followed the Rules For the Country were the Spices and Herbs were being Mixed.
In 2022 and Previous years YOU can see a List of Ingredients Difference in the Items Processed OUTSIDE of KFC Control THOSE places List more Ingredients then KFC Does Eg. Popcorn Chicken and Tenders that are Deep Fried and NOT Pressure Cooked with the Original Recipe.

Museum 2022 The 1960's package makes no mention of Garlic.
