I don't think it's that easy. I think it would be CHS classification of vegetable herbs and spices that is required to solve.
Anyway. What I was trying to get across is "vegetable herbs and spices" think of this a everything in the bag that's not MSG, Salt, White or Black Pepper. Less than or equal to the weight of black pepper?
Now you could say ingredients less than a certain percentage could have been left out. But why would you when not much detail is in that statement to start with.
I would see the recipe as posted above as:
4,4,4,4,(10) meaning (everything else) is more than black pepper.
I must be missing something.

Or Does it mean after Black Pepper that was set to 4oz. As long as any of the next vegetable herbs and spices. Whatever they are. Individually are less than 4oz. In this case it would be compliant

In this case it would be compliant Your premise that the Vegetable Herbs and Spices are to be ganged up whereby to represent a single weight unit is likely incorrect.

So as long as the next ingredient in the vague category of Vegetable herbs and spices is less than 4oz. Based on the recipe you posted. It would be compliant.
Which in it's self helps when looking at a couple legacy recipes. And would invalidate them

I watched that last Glen video, and as he was discussing Graces's, 99X, and the recipe given to him by a source in Canada (which is different from Grace's), he made the quote that hit home. "This is as close as you can LEGALLY get to the original recipe". Does that mean that all three were subject to KFC lawsuits? Why, yes they were! Time to punt, Ellsworth. Of course the real Ellsworth can only take so much before he strikes out. But he can't without breaking his cover. LOL

Yet another speculative crack at cracking the recipe:
400 Oz. Flour = 25 Lbs. 60 Oz. Salt = 3.75 Lbs. ------------------------------- 6 Oz. MSG 4 Oz. White Pepper 4 Oz. Black Pepper 2 Oz. Sage (1) 2 Oz. Coriander (2) 2 Oz. Ginger (3) 2 Oz. Allspice (4) 1 Oz. Cayenne Pepper (5) 1 Oz. Mace (6) 1 Oz. Anise Seed (7) 1/4 Oz. Thyme (8) 1/4 Oz. Savory (9) 1/4 Oz. Marjoram (10) 1/4 Oz. Garlic Powder (11)
Edit: Leave out the Anise Seed and it speculatively transitions into a quasi 25 Oz. sort of 99-X-like (or perhaps an earlier version, pre any Olioresin extracts embedded in Salt...) recipe.

A logical reason to leave out the 1 Oz. of Anise Seed would be if the remaining 25 Oz. mixture was mainly intended for Zinging purposes, whereby only perhaps 3 Oz. (or so, give or take...) would be tossed into the lug. The 'standard' fully seasoned flour mixture in the lug for this case would already be nominally maxed out as to both Salt and Anise Seed, whereby adding any more of these two would most likely ruin rather than Zing...
