The Rep said some of the spices in the recipe were missing.
Tommy Said in Court that Ginger is NOT in a Stuffing Recipe.
We Know it was a Chicken Recipe as Tommy and Cherry Cooked the Recipe and KFC Brought the Original Recipe to a COOK OFF on Good Moring Show and Testers said the Two recipes were different. BUT had similarity in some ways also. BUT it was different.

Every one on this list has Ginger: I think his quote was along the lines of ginger, and quite a lot of it. Any item in a blend would likely not meet that criteria, and the amount might not immediately be apparent.

I just found this on reddit
"I used to work at a KFC in 1985. There were 2 spice bags. One said "salt and 4 herbs and spices". The other said "pepper and 5 herbs and spices". We had to mix the two bags to get the 11. The only two we were made privy to were salt and pepper. I guess they didn't trust people paid minimum wage to keep the secret as to what the other 9 were."
So does that mean salt is counted as 1 of the 11?

Salt is a Separate Item and is NOT a Spice and Herb.
Salt was added separate and there are the weight charts which show the ratios of Salt and Types going back to 1970's

Just got done cooking up a batch of chicken after 2 day break, this time i went on the lower side for all the h&s, and WOW this is some seriously good chicken. Now that i have cooked up two batches, one being on high side, other being on low side, i can see exactly where i need to be with all the h&s. LESS IS MORE but not too less.
Also, I never ever liked rosemary, but after buying some premium rosemary it is absolutely amazing! my 4 herbs are now rosemary, tarragon, oregano, and sage.
I changed my mind about salt being counted as a spice, there is just no way the Colonel counted it as a spice and you can barely fit the recipe if you count it as one. I'm even thinking there is a possibility he didn't count the pepper as an ingredient, because pepper is like a base seasoning for just about everything in cooking the same way salt is.
