Yes it was made By a Canadian Lady named Kay Kerr.
Kay and her husband Jack owned four Kentucky Fried Chicken locations in Canada.
Kay personally developed the gravy recipe still used by KFC, while staying in the home of Colonel Sanders himself.
They ran the KFC location in the Crownest Pass where they ran the Restaurant in there Hotel for a long time.
