Paprika

Paprika is a Foundation spice for KFC 

it was one of the more wide used spices of the 1930's 

BUT 

Red Pepper and Cayenne was a replacer for the Paprika or Paprika was a replacer for Red Pepper & Cayenne  and it was easier to obtain and cheaper cost.

So it was a what was available in the 1939. when 11 Herbs and Spices were made.
