Costco Wholesale had or has a contract for Tellicherry Black Pepper and was selling it ?
Uncertain of the supply they have but they had it

I'm making the mistake of using pre-ground no-name pepper(s) from an Amish bulk foods store that's about 25 miles from us. Chicken is tasting good, but likely I could be using less fresh ground pepper.

We actually have a large size container of Tones whole black peppercorns, but my wife guessed that it could be as much as 15 years old.

I'm sure you can taste how good it is ?
You may have some flavor loss BUT it happens
use it more in marinades and other places and I would still use it in your flour. CHS never waste anything
