Please Look at this Back of a 1930' and 1940 Tin
Read the recipe in 1938 ?
1 1/2 teaspoons of Paprika were added to 1/4 cup of flour in some items for flavor

Hungarian and Spanish were the 2 MAJOR IMPORTERS in 1930's of Paprika and most were a Sweet Bell Pepper and the Spicy Paprika was the Hot Peppers typically

It is a Hungarian Pepper in the picture. I just grew a bunch of them. Shape-wise they look just like a cross between a Bell Pepper and a Banana Pepper. Color-wise they progress from green to yellow to orange to red (when fully ripened).
Paprika is made from dried and ground Hungarian Peppers. Which are classified into 8 distinct heat classes.

There are two types of Peppers used for the Paprika
Sweet Bell Peppers Hot Peppers
it depends on the Paprika some use both some use only 1 and who knows what others use?
Typically the Smoked Paprika are Fire Dried or Roasted BUT it all depends on whos making it ?
It's definitely a Sweet Bell Pepper & Cayenne that was used in the OR

I never worry about scoville level I just go by overall flavor mixed in the flour
