I found out that there are many spices that give identical flavor, so I'm guess the KFC headquarter has been altering spice use. For instance, basil, ground mustard, ground ginger, and celery salt can all be substituted with tarragon.

Great point. But then it makes you think. If over the years KFC have substituted based on cost and availability etc. And everyone will admit that over the years it has degraded. However, even with all this it still maintains the elusive "note" how can that be? My thought is potentially only a few main stay ingredients are required to get the "note". Maybe these 2 or 3 never change. But the other ingredients changing around them is what makes the chicken less favorable overall.

Tarragon was use BY CHS and they Barred Famous Recipe from using it in 1966 from there cooking It was used IN ALL KFC cooking NOT just the Coleslaw.

Tarragon contains eugenol, which is said to be a vital component in KFC_OR. But many other things like clove, allspice, and star anise also contain eugenol. Is eugenol the specific constituent that leads to "the note"?

I would agree the eugenol compound is probably the most important and where the "note" is generated from. What may make sense is that the eugenol over the years has come from certain combinations. Ingredients have been substituted but not always 1-1. As an example Anise and clove or Allspice and nutmeg or...) It takes 2 or more to fill the hole in the recipe, and they have to work together. Quite possibly this is where the blended spices come in and drive it over 11 ingredients.

It was used BY CHS in many items.
It does have a Great Fragrance and Flavor which compliments chicken dishes and Stuffing it was used in Sausage also.
There is NO other item which could replace it in Coleslaw.
There were some who thought it was the Green color which was in the 11 Herbs and Spices Mix.

What I worked on was taking Lumpy's recipe for Sexton Poultry Seasoning and then adding the missing ingredients so:
Lumpy's Sexton Poultry Seasoning clone:
2 tsp Sage 3/4 tsp Coriander 1/2 tsp Allspice 1/2 tsp Ginger 1/2 tsp Thyme 1/2 tsp Marjoram 1/8 tsp Black Pepper 1/8 tsp Savory
I had proposed based on the above recipe OR could have started out as:
5 teaspoons of Sexton's Poultry Seasoning (recipe above does make 5) 2 1/2 teaspoons of White Pepper 2 teaspoons of Black Pepper 1/2 teaspoon Seasoning Salt (Garlic and Onion) 1/2 teaspoon Cloves 1/4 teaspoon Cayenne Pepper 1/8 teaspoon Savory
Looking back on my notes. I felt there was a bit more after bite on the pepper than I remember. Again, not a whole lot but just a pinch too much. But I would want to be more accurate with my measures. Probably convert to grams and then use those. I really should cook this again.
Deepfried101 - I'd love it if you gave this one a try. I think there is some validity to the concept of Sexton's being an original ingredient

Sexton played Major rolls in the KFC and 11 Herbs and Spices.
They were one of the Major suppliers in Corban Area back in the 1935's
