Chili Powder contains a list of interesting (as well as beneficial to KFC flavor) ingredients. A scan of various mfg's Chili Powder ingredient lists, plus various homemade Chili Powder ingredient lists, reveals that Chili Powder is most typically a blend of:
Sweet Paprika (perhaps with ballpark 10% of it being smoked Paprika)
Garlic Powder
Onion Powder
Ground Cumin
Ground Oregano
Ground Cayenne Pepper
Albeit not necessarily in this specific order as to descending weight, sans for the first ingredient being Sweet Paprika. Recipe lists jumbled the placements of the remaining ingredients.

The ingredients tick the boxes. So does a few other blends like poultry seasoning etc. Off the shelve you lose the ability to really know how much of each ingredient is present to know how much to add. Which compounds if you were adding multiple blended spices. Like Chili Powder and Poultry Seasoning. However, I don't doubt back in the day the OR made in his kitchen probably did contain a blend or two. But in no way would you want to license someone's blended spice for use in your company product. Dollar's going out the door and a major leak problem. You would be more apt to say can you recreate this flavor Chili Powder as single ingredients.
I tried it. Going back to Cayenne until I can find a sweet ground red pepper to mix with the Cayenne as suggested.

These are the Three major Brands CHS Used:
Tone’s Chili in his BBQ Sause.
Defiance Chili Powder was in the Museum Originally
Durkee’s was the first Spice company CHS used to mixed the 11 Herb’s and Spice’s
Tone’s Chili Powder: Coriander, Chili Pepper, Cumin, Garlic, Salt, Oregano (6) items
Durkee’s Chili powder: Chili Peppers, Cumin Seed, Oregano, Garlic, Salt
Defiance Chili Powder: Chili Peppers, Cumin, Oregano, Garlic, Salt
