I've recently found new information during trials and errors of the original recipe. The ordered labeling of the 1960s original seasoning bag is as follows: MSG, Salt, White Pepper, Black Pepper, Plus Vegetable Herbs And Spices. Back in time, garlic was probably not explicitly listed as you see the vintage seasoning bag. Also, the interesting fact is there is salt included in the original seasoning even though a separate box of salt is added to the flour which the seasoning is also added to. The salt in the seasoning is definitely part of garlic salt which is labeled separately as salt, garlic powder in modern days. It looks like paprika was also included back in time but was not explicitly labeled. At first, I doubted that white pepper was the principal ingredient because the taste was far off when I used a lot of them. However, the labeling of the 1960s original seasoning bag shows that white pepper was present in the largest amount by weight. I didn't know there was more than one type of white pepper. The white pepper I used was from Mccormick which was most likely not what is used in the original recipe. I found Sarawak white pepper and Tellicherry Black Pepper are the most secretive ingredients among the 11 herbs and spices. Using other type of white pepper or black pepper produced a very different taste. Also, I learned that the rest of other ingredients (other than MSG, garlic salt, white pepper, and black pepper) are present in extremely small amount by weight as the 1960's original seasoning bag labeling indicates that their combined weight is less than black pepper.

I will NOTE* This from the FDA and CFIA guidelines when those Bags were Printed and the FDA was still under 1905 Guidelines with teeth
If they were using either Garlic Salt, Celery Salt, or Onion Salt in the Day the max volume of the Vegetable content in the Salt would have been between 3-5% to be labeled as SALT.
Then listing the words Vegetable in the list would have never been required in the day unless the amount was over 5% of vegetable.
what You need to Cross reference is what allergens were listed in the same years as the Bags you reference
I have posted the Photo's of the serving tray liners of the late 60's early 70's which listed allergen's
This narrows down vegetables
Now Garlic and Onion have always been known more as a Preference preferred ingredient to consumers as many asked in Onions or Garlic were included. This was documented in early 1970's Spice Trade Documents which have been posted also.
The other KEY point is that the Veg would have never been counted in the 11 Herbs and Spices and that would have been a SERIOUS false representation of label laws and would have been fined $100,000.00 dollar like the Pepper misrepresentation fines that almost ALL major companies got FINE in the 60's and 70's it was serious FINES in the day.
NOT sure how you reference that the combined weight could be small compared to the MSG garlic salt etc.

The seasoning bag says "Plus Vegetable Herbs And Spices" which is different from "11 Herbs And Spices". Garlic has been considered to be a spice although the FDA has always considered it to be a vegetable product. That's the reason for the labeling.
Also, I don't see any reason to include salt in the seasoning especially if a huge amount of salt is added separately. Do you have any explanation on this?
Ingredients have always been listed on food labels in descending order of weight. As I mentioned above, "Plus Vegetable Herbs And Spices" is listed after black pepper which means the combined weight of the remaining herbs and spices is smaller than black pepper. MSG is listed in the first order and salt (most likely from garlic salt) is listed in the second order. Then comes white pepper before black pepper which is followed by "Plus Vegetable Herbs And Spices"

ONE needs to consider this IMPRORTANT Fact o Law
11 Herbs and Spices does NOT mean that it ONLY contains 11 Secret Herbs and Spices
it means that there are 11 Secret Herbs and spices in a recipe.
Salt and Pepper were classifies as Table condiments by the Restaurant association and the FDA
Yes the labels must be list in the highest volume ingredient first with the exception where MULTIPAL items are the same amount
vegetable items DO NOT need to be listed as they are considered safe food items and listeng the item is NOT required EXCEPT for allergen purpose.
