most people who are doing test batch's just use the Mortar and Pestle
C.H.S. used it cooking for Decades and when he was at peoples places when he Had seed item of larger Herb amount's and He was cooking for Family events so it works

A cheap grinder will work fine as long as it has the right blade design and is cutting properly.
My original grinder without removable cup grinded very well, but had better blade design to the cheap removable cup type i had.
My advice is to make sure whatever grinder you have grinds properly. Because the cheap removable cup type one i had didn't grind properly, and seriously damped/destroyed alot of the terpenes.
Rather than gamble with another cheap one, i just got the warring one instead.

A higher quality is always a Great investment
Other Ones can work it just requires finding out what limits they have and how quick it needs to be Ground down.

We use a magic bullet for small batches and its a Walmart special
you can get multiple Cups also. They also Freeze well and We Cool our spices before grinding to help keeping the Grind from Heating the Oils and it pulses well or you can shake it while grinding to move items away from the blades with easy.
