Mexican Oregano is also referred to as Mexican Marjoram.
So apparently Mexican Oregano takes the place of Sage, Oregano, and Marjoram. If you need to pare 14 ingredients down to 11, it seems like a big winner in that regard.
But then why does 99X list Sage as its main H&S ingredient?

I have seen many instances where Marjoram has been used more
BUT BUT BUT Allspice was a more direct exchange for Clove in the 1930's
I have many of CHS personal recipes from his life time, and the list of the spices he instructed the Diner's to use for cooking when he was teaching the Local restaurant's who added KFC to the menu
Allspice was used by CHS more then Clove in his cooking
My pick would be Allspice over clove (or a blend of both Allspice and Clove) also remember - cinnamon and nutmeg blends make a similar Clove like item which is also close to Allspice
My 1930 pick would be Allspice based on CHS old ways and his established cooking preference of the day would have been Allspice ( his BBQ sauce used a heavy amount of Allspice )

So if I'm understanding you fully and correctly the 11 ingredient list should be: White Pepper Black Pepper Allspice Coriander Ginger Thyme Mexican Oregano Paprika Garlic Powder Some species of dried Red Chili Peppers with capsaicin Marjoram deepfriednew101 , would you agree with this list? And if not, how would you improve upon it?

Savory and Thyme seem to share many of the same essential oil constituents. Should Thyme be replaced with Savory, particularly when not adding any Sage?
I seem to recall a discussion of an analysis wherein very little of the signature Thyme oil (thymol) was detected. If Savory mimics the oils of Thyme, but contains lesser of them, that may speak to replacing Thyme with Savory, and then to keeping the quantity on the relatively low side.

Paprika Peppers are members of the Capsicum family (which means they are red chili peppers), and are claimed to have 8 varietal heat levels spanning from having little to no capsaicin to having a bunch of capsaicin. Thus they span from mild (which is very popular in the USA) to hot (such as for various of Hungarian Paprika varietals).
Should the openly undefined "Red Chili Peppers" ingredient be narrowed down to specifically a Paprika Pepper variety, and if so, on a varietal based heat level scale of 1 to 8, what should their nominal heat level be?
