I have been thinking about your Orange Zest issue
Look at this Calvin King who was Fired from KFC dropped this a long time ago.
It covers the Zest Issue
"Since KFC fired me today, the 11 herbs and spices are salt, pepper, basil, parsley, chili powder, lemon pepper, thyme, sage, onion powder, and garlic powder."

The Lemon Zest could get you achieve the Lemon / Orange Zest issue.
the other items are ones already worked as KFC has used this recipe in other countries

Thanks much deepfriednew101! Do you think a direct addition of Citric Acid might also work well? How much faith do you have in Calvin King's ingredients list? Is Lemon Pepper readily available? I can see where Lemon Zest would work. But Orange Zest seems to work also.

Is Calvin King relying upon Basil to provide the Eugenol, or is there no particular 'note' magic in Eugenol?
It would probably require a lot of Basil to get the eugenol of Allspice or Star Anise or Clove. Is that why Basil appears early in Calvin's list?
There's that pesky 'Chili Powder' again!!!
And once again, no Savory!

I just did some quick web searching, and:
1) There are plenty of "Lemon Pepper" options out there.
2) Basil does indeed contain Eugenol.

McCormick's 'Perfect Pinch Lemon Pepper Seasoning': It seems to put a check mark in many of the right boxes... Is this the one, or is something else better here?

It covers the items and Can be used
the Main point it has Zest and also Pepper which will most definitely be also based on Extract
JUST a point the SALT is a carrier for the Pepper and Lemon extract so salt adjustment will have to be adjusted

Hold the Fort! I just saw a Spice (or rather 'Herb', as it is a leaf) called "Anise Basil". Anise Basil is not a blended spice. It would bring with it both Basil and Anise in a single spice.

If only a small handful know the recipe, and even franchise managers don't know it, how would a run of the mill employee know it? Surely he would only have had access to speculative talk within the kitchen. This is likely his spur of the moment recollection of items merely speculated.
